DOWN: JUVENILE CITATIONS

Many news outlets reported this week about an uptick in the use of civil citations to divert juvenile offenders from the justice system – an initiative that advocates argue not only reduces recidivism, but also saves money. Though Duval County has made progress, JSO ranks dead last in the state among police forces in the use of civil citations, handing out civil citations instead of arrests only 27% of the time compared to Miami Dade PD’s 99.6%.
